Mandatory Use of Bioethanol in Gasoline

On May 1 2025 new requirements regarding the mandatory bioethanol content in automotive gasoline came into effect in Ukraine. According to the law, all gasoline sold on the Ukrainian market must contain at least 5% bioethanol. This measure is part of the government’s program to achieve energy independence and make Ukraine’s transportation sector more environmentally friendly.
What is bioethanol, and why is it important?
Bioethanol is an alcohol produced by fermenting sugars from plant-based raw materials such as corn, wheat, sugar beets, and other crops. Unlike fossil fuels, bioethanol is a renewable energy source and has a significantly smaller carbon footprint.

It is important to note that using bioethanol blends may lead to a slight increase in fuel consumption (1–2%) due to bioethanol’s lower energy density compared to traditional gasoline.
Prospects for the Development of the Biofuel Market in Ukraine
The introduction of a mandatory 5% bioethanol blend is only the first step in the development of the biofuel market in Ukraine. According to the National Renewable Energy Action Plan, the share of biofuels in the transportation sector is expected to increase to 10% by 2030. Ukraine has great potential for bioethanol production thanks to its well-developed agricultural sector. Experts estimate that to meet current bioethanol demand (at a 5% blend level), approximately 1 million metric tons of grain crops must be processed annually, which represents less than 2% of the country’s total grain production.
